Matte medium mixed with a few drops of dish soap works well, but for steep grades, Woodland Scenics Static-Tac or tacky white glue straight from the bottle works best because of the high viscosity. Layer 2mm first, let dry, then dab adhesive for 4mm and 6mm wild tufts!
